 SUBJECT: Meeting of CBR Subpanel of ASAP at ACC, Md., 29 May 1962

      2. Action Being Taken: (U)

         Confirming oral instruction to CCmlO that CBR Subpanel will meet at CRDL,
 ACC, Md., at 0930, 29 May 1962 to be briefed by CmlC personnel on the BZ problem.

      3. Background & Discussion: (C)

         a. Ref a reports results of a meeting with Dr. Gardner, Deputy DDR&E
 attended by Brig Gen Lewis, DSW, and Lt Col Andreoli, C-B Div. One of the main
 points of the meeting was that a recent test on a human volunteer with incap
 agent BZ (we have a crash program on a BZ weapons system, 12 months limited stock
 available) at a dose of 13 ug/kilo caused him to go into a rigid state. The
 volunteer was treated with an experimental drug which brought him to a normal
 condition. Dr. Gardner stated that this was the second case of this nature he had
 heard of and that it indicated that the spread between the incapacitating dose,
 8 us/kilo, and a possible lethal dose may not be too wide. He recommended that no
 procurement contracts for the crash program be signed until the situation was
 evaluated. Gen Lewis concurred in this recommendation. Col DeCarlo, CmlC project
 manager for the BZ program was directed to not sign any production contracts until
 further notice. Cml Corps personnel (including Maj Gen Stubbs, CCmlO) were appraised
 of the situation.

          b. In discussion, ref b. it was recommended to Maj Gen Beach, DCRD,
 that we have a meeting of the Coordinating Group on BZ and that we also have
 the CBR Subpanel, ASAP, take a look at the toxicity data as soon as possible in
 order not to hold up the program. Maj Gen Beach concurred with above.

          c. In discussions ref c, the Chemical Corps was advised that they
 would brief the Coordinating Committee on 28 May at 1300 and the CBR Subpanel
 at 0930, 29 May at ACC, Md. Agenda as stated in DF is agreeable to CmlC.

          d. Five of the seven members will attend.

          e. Based on above actions an Army position on future actions on BZ
 crash program will be formulated.
